This is the scene that I feel sets the MCU Brock apart from the 616 version the most. Not the physical actions. 616 Brock is definitely a physical force to be reckoned with. No, it was the taking over and completing the commands while under fire when the tech left the station. I can’t speak as an authority. I have been unable to read the comics as feverishly as some of my kin. Seems to me though that 616 Brock, while not an idiot, is not a tech savvy agent. I love this scene. It makes Brock look much smarter.

I have to say I just loved the way he took down Agent 13 and made it look so easy. I didn’t like her character much in the movie. This was possibly the moment I melted for Rumlow - even though I KNEW he was a bad guy.
